Official Opening of ASPRI-Westlite Dormitory – Papan

ASPRI – Weslite Dormitory – Papan was Officially Opened on 5 January 2018 by Deputy Prime Minister Tharman Shanmugaratnam (DPM), Coordinating Minister for Economic and Social Policies.

Close to 300 stakeholders celebrated this milestone together with ASPRI, including government agencies such as EDB Singapore, IE Singapore, JTC Corporation, Ministry of Manpower (MOM), SPRING Singapore, Workforce Singapore (WSG) and Workplace Safety Health Council (WSHC), plant owners such as Chemical Specialities, Chevron, Eastman Chemical Singapore, Evonik, ExxonMobil, Mitsui Chemicals, Petrochemical Corporation of Singapore, Singapore Refining Company (SRC), Shell, Industry Partners such as Institutes of Higher Learning, Trade Associations and etc.

As part of the Corporate Social Responsibility (CSR) movement, the event kickstarted with a resounding drum performance by the Down Syndrome Association (DSA).

Mr. Charles Quek, President of the ASPRI 11th Executive Council gave a Welcome Address, giving credit to the many stakeholders whom have contributed to the success of the first dedicated process industry dormitory which was built for the industry, by the industry. This development which is located close to Jurong Island, have helped member companies save more than 3 million man-hours. Mr. Quek also shared on how ASPRI-IPI which have shifted to the new premise, ASPRI Integrated Training Centre (AITC), in August 2016 have tripled in the training hours from 30,000 hours annually to the current 100,000 training hours and is confident to achieve 400,000 training hours in the near future. Steps had also been taken to transform the traditional learning to digitalised training through the close working collaboration with Singapore Polytechnic (SP); envisioning AITC to become a SMART training centre.

Mr. Tony Bin, Executive Director of Centurion Corporation Ltd, then delivered his Welcome Address on how the 7,900 bed workers’ accommodation played a bigger role than merely providing a shelter to workers. Mr. Bin believed that the foreign workers played a vital role in Singapore’s economic growth and development and how Centurion wanted to make a difference in the lives of the workers; ensuring that they bring back with them good memories of Singapore and not just their hard-earned livelihood. Centurion had also engaged Project Chulia Street and Healthserve to serve the needs of the foreign workers better.

DPM commended ASPRI for working together with its members and also the government agencies to tackle challenges faced by the industry – speeding up innovations, transforming productivity, ensuring employees’ interests are served, and opening up new markets. It is the way past problems had been tackled most effectively, and how it will be the way to keep moving ahead. The Live, Learn and Play concept was also applauded as not only were the accommodation needs met, but also the social, recreational and learning needs of the workers.

A great fanfare was exhibited as the Official Opening Ceremony commenced with many of the representatives whom have contributed to the fruition of the development.

DPM also presented the prizes to the winners of the Westlite Cricket Championship 2017 and it was the very first time that the Papan residents won. A heart-warming moment also happened when one of the cricket players invited their employer, Mr. Roger Chia, Chairman and Managing Director of Rotary Engineering Ltd, to take a group photo in celebration of their success.

After all the fanfare, DPM and the Welcome Party commenced the site tour of the development while the guests were also invited to a sumptuous feast after the ceremony for a time of networking and improve the tripartite public – private partnership.

ASPRI is heartened to hear many positive feedbacks from the industry stakeholders. Many commended on how they were impressed with the Official Opening Ceremony and congratulated ASPRI on a job well done in successfully building a dedicated dormitory with an integrated training centre in close proximity to Jurong Island, propelling the industry forward to greater heights.

ASPRI hopes to garner the continuous support from members for the many initiatives that would be rolling out in the near future and would strive to value add to the members and help tackle the industry challenges ahead.
