With the development of skills standard and training blueprints, a total of 13 test centres were also set up to conduct trade tests. These test centres are subject to annual audit by Institute of Technical Education (ITE) to ensure that the tests are properly conducted as to maintain the industry standards. Such qualifications have also enabled trained workers to attain national certifications such as SET (Skills Evaluation Test Level 1) With this scheme, workers no longer have to undergo repeated qualifications tests each time they change employers.

| Oil/Petrochemical
Safety Orientation Course (OPSOC) |
|
Safety has always been of the
utmost importance in the industry. Hence, the
MOM and the MNCs in the oil/petrochemical industry
have stipulated that all workers involved in the
process and maintenance work have to undergo the
Oil and Petrochemical Safety Orientation Course
(OPSOC). ASPRI was appointed by MOM as the approved
training provider of OPSOC. The course started
in September 2001 at ASPRI's training centres,
which are New West Coast Pte Ltd and Plant Engineering
Construction Pte Ltd respectively.
|
|
|
|
| Objectives: |
|
|
To familiarise participants on the
types of hazards in the oil/ petrochemical industry
and the precautions that must be taken to avoid
work accidents; |
|
|
To train participants to be responsible
individuals who obey rules and regulations. |

| Safety
Health Environment Checklist Contractors (SCC) |
|
|
Recognising productivity, quality
and safety as integral elements to enhance business
competitiveness, ASPRI brought SCC certification
to members. This is actually a management system
established in Europe. The certification process
is brilliantly designed for the engineering service
providers in the process industry, especially for
those in the Netherlands. |
|
|
|
| |
It is also a standard for the safety, health and
environmental management systems. Oil majors such
as Shell, Esso, Exxon-Mobil and SRC have indicated
their preferences for contractors who have SCC certifications.
This is clearly specified in the MOU which the Process-LIUP
MNCs-- Exxon-Mobil, Shell, Seraya Chemicals, SPC,
DuPont and SRC -- signed on 13 April 2000. |
|
|
|
|
|
This MOU recognises SCC as the common
safety management system for engineering service
providers. The MOU also stated that key in-house
engineering service providers serving these plants
must be SCC-certified within three years. As a matter
of fact, selected engineering service providers
for Shell and SRC had already been identified for
the SCC certification by end December 2000. |
| |
|
| |
ASPRI actively encourages members
to adopt and organise training on SCC. To save cost
for members, ASPRI negotiated for a more economical
group package. |
